Below are some of the issues I would seek to take action on if elected as your supervisor. My philosophy will be simple, work hard and make good choices today, to better position the county for tomorrow's challenges.

Tax Rate – The tax rate should be kept as low as possible, while still meeting our obligations to the Spotsylvania citizens. When deliberating over tax rates there are two factors that will weigh most heavily on my decision-making. First, when the economy is trending in a positive direction we need to invest in our structures and services that experienced unavoidable neglect and maintenance delays during economic downturns. Second, when evaluating tax rates, I will prioritize mandatory services,  necessary services, and all other services and conclude what the adopted tax rate needs to be, in order to meet our county obligations. 

During the budget process, I will advocate to advertise a tax rate that encourages citizens to participate in the entire budget process. Lastly, I will advocate to expand the tax exemption for seniors and disabled citizens on fixed incomes, in the event a tax increase is assessed to be necessary. 

County Growth – Despite the recent trend of mostly flat population growth and slightly declining school populations, rezoning applications must be evaluated within the context of the over 12,000 homes that have been approved for development. I will provide closer scrutiny to rezoning applications and ensure they align with county priorities as well as mitigate their impacts to the community. 

County Budget – The last few budget cycles have highlighted limitations to the budget process. If elected, I will advocate to fellow board members to create a more equitable allocation of the limited amount of resources to public safety, county employees, and school employees. Meaning, an increase in resources to one group, should not be to the detriment of another group. 

Board of Supervisors and School Board Relationship – The dialogue and relationship between the Board of Supervisors and the elected School Board must improve. Budget work sessions should be spent addressing Spotsylvania school needs, not debating statistics on how much money was given and when. I will work toward finding common ground with School Board members and bridging the gap that has formed, which in some respect has created the perception the School Division is not a part of the County government.

Department of Social Services Advocacy  – During the budget process, the Spotsylvania Department of Social Services (DSS) does not generate much discussion when compared to public safety or the schools. Unlike many government services that are primarily reactionary by nature,  DSS has the potential to be proactive by identifying and resolving issues before they become larger issues for the community. If elected, I will look for ways to expand DSS resources and encourage stronger links between DSS and local non-profits to better serve our citizens that are most at risk and need assistance.
