The defense against any increase to the Spotsylvania County property tax rate normally stems from this reality that citizens on fixed incomes bare a disproportionate burden of the increase. However, there are levers, the tax exemption being one, that the Board of Supervisors can use to strike a balance between being compassionate to those on fixed incomes and generating some increases in revenue to meet the needs of the county.
